Formation aux marchandises dangereuses basée sur les compétences
Dans le domaine du transport aérien des marchandises dangereuses, la formation basée sur les compétences (appelée aussi CBT, acronyme de Competency Based Training) est apparue en 2019 comme une alternative à la formation basée sur les catégories de personnel. Depuis le 1er janvier 2023, le CBT est devenu l’unique possibilité de formation.
Afin d’aider les exploitants aériens à appréhender et à mettre en œuvre le CBT, la DSAC a rédigé un guide qui en présente la philosophie, décrit et illustre les différents concepts sous-tendus par cette approche qui, bien que nouvelle pour ce qui concerne le transport des marchandises dangereuses, est déjà utilisée dans d’autres domaines. En outre, il intègre les résultats des travaux d’un groupe de travail européen auquel la DSAC a fortement contribué.
Toujours dans cette démarche d’accompagnement, la DSAC a développé un outil d’aide à la création des plans de formation sous la forme d’une matrice Excel. Cet outil est complété par une application dédiée, CBTool, accompagnée d'un manuel d'utilisation.

Competency-Based Dangerous Goods training
In the field of transport of dangerous goods by air, the competency-based approach (CBT) emerged in 2019 as an alternative to trainings that were then based on categories. The coexistence of these two approaches ended on 31 December 2022 and CBT became the only approach for DG related trainings.
In order to assist air operators in understanding and implementing CBT, the French CAA has developed guidelines that outline its philosophy, describe and illustrate the different concepts that this approach implies. Although CBT approach is new in the field of transport of dangerous goods by air, it has already been used in other areas. In addition, the aforementioned guidelines incorporate the results from a European working group to which French CAA has contributed significantly.
As part of this support initiative, French CAA has also developed an excel file to illustrate the concept and to help creating training plans. This tool is complemented by a dedicated application, CBTool, accompanied by a user manual.
